With regard to a new Assistant Analyst for Liquor and
Opium, Mr. Franklin, Apothecary and Assistant Analyst would like
to take the post on the conditions stated except that he asks
that he may retain his present salary of £300. The granting of
this in no way affects the cost already approved as the person
occupying Mr. Franklin's post would take up the quarters attached
to it. This would in my opinion be a good arrangement as a
competent man for the new work is thereby assured. I think it would have been difficult to get out a man for Liquor and Opium
on the dalary offered, because a young analyst at the outset of
his career would rather seek varied experience than specialize
at once. There will be no difficulty in obtaining an Apothecary
and Assistant Analyst as the work of the laboratory embraces 80
many kinds of analyses that such experience is likely to be
somewhat sought after.

The new man appointed could excise work at home
as already suggested, and he would furnish on arrival a full
report on what he has done, from which it may be possible to g
some useful details.
